Electric Scooters in Toronto

Looking for an electric scooter in Toronto? Before you buy or ride, it is important to know Toronto's rules, because they are stricter than most Ontario cities.

Can you ride an e-scooter in Toronto?

Not on public property. Toronto has chosen not to take part in Ontario's e-scooter pilot program; City Council decided not to participate in May 2021 and again in May 2024. Under the Toronto Municipal Code, electric kick scooters cannot be operated, left, stored or parked on public property in the city, including streets, sidewalks, bike lanes, cycle tracks, trails, paths and parks.

The City has also noted that it cannot regulate the sale of e-scooters, only where they are used, which is why you can still buy one in Toronto even though riding it on public property is not allowed.

Where can Toronto riders use an electric scooter?

Some nearby Ontario municipalities do take part in the provincial pilot and allow e-scooters on certain roads and paths, each with its own bylaw. For example, see our guides to riding an electric scooter in Hamilton and an electric scooter in Ottawa. Rules and participating cities change, so always check the current bylaw for the city you plan to ride in.

Ontario-wide e-scooter rules

Where e-scooters are allowed in Ontario, the provincial pilot rules include a minimum rider age of 16, helmets for riders under 18, one rider only, standing while riding, and limits on the scooter itself such as a maximum speed of 24 km/h and a 500W motor.
