E-Scooter Laws in the UK: What Riders Need to Know

HAZEL 1.0 folding electric scooter rear wheel, disc brake and fender – UK e-scooter laws guide

Electric scooters are everywhere in British shops, but the law on riding them is strict. Here is a plain-language guide to e-scooter laws across England, Scotland, Wales and Northern Ireland in 2026.

Can you ride a private e-scooter in the UK?

Only on private land, with the landowner's permission. It is legal to buy and own an e-scooter, but riding a privately owned one on public roads, pavements, cycle lanes or other public land is illegal throughout the UK. E-scooters are classed as motor vehicles, and private e-scooters cannot meet the insurance, licensing and registration rules that motor vehicles must follow.

Rental trials in England

Government-approved rental e-scooter trials are the only legal way to ride in public. They launched in July 2020, have been extended five times, and now run to the end of May 2028. Riders need a full or provisional driving licence with category Q entitlement, trial scooters are limited to 15.5 mph and insured by the operator, and they can be ridden on roads and in cycle lanes but not on pavements.

Scotland, Wales and Northern Ireland

The ban on riding private e-scooters in public applies in all four nations. Northern Ireland has its own road traffic law, and the rental trial rules were never extended there.

Penalties

Police can issue a fine and penalty points on your driving licence for riding a private e-scooter in public, including for having no insurance, and can seize the scooter.

Will private e-scooters become legal?

The government has said it intends to legislate for e-scooters and other micromobility vehicles. A second national evaluation of the rental trials is due to report in 2026, and its findings are expected to shape any new law. No date has been set.
